Abstract

Digital transformation has become a national priority in improving the efficiency and quality of public services in Indonesia. While technology infrastructure plays an important role, the success of digital governance initiatives also relies heavily on the readiness of human resources (HR) and the responsiveness of the education system. This study investigates the role of human resource management (HRM) and education in supporting digital transformation through qualitative case studies conducted in several Indonesian government institutions. Data were collected through semi-structured interviews with policymakers, HR managers, and training officials, as well as an analysis of institutional transformation program documents. The findings of the study show that institutions that have integrated digital competency training and adaptive Human Resources Management policies, such as digital performance management, competency-based recruitment, and cross-sector training partnerships, show higher levels of readiness and success of digital implementation. The study concludes that effective digital governance requires coordinated education reform and HR innovation, and recommends policy integration to strengthen workforce agility and digital competencies in the public sector.
