Transformation of Integrated Health Posts (Posyandu) through Integration of Primary Services (ILP): A Qualitative Study at the Community Health Center in Pekalongan City

Abstract

The Primary Care Integration Program (PLI) is part of the health system transformation to improve access to lifecycle-based health services. This study analyzes the implementation of the Integrated Primary Care Program (IPP) at the Integrated Primary Care Post (Posyandu) in Pekalongan City, specifically at the Noyontaan and Jenggot Community Health Centers (Puskesmas). A qualitative approach was used, using a case study method through in-depth interviews, observation, and documentation of 13 informants. The results indicate that the implementation of the ILP is not optimal, especially in reaching productive age groups and adolescents. Other obstacles include limited facilities, delays in staff, and lack of community participation. Communication, resources, implementer disposition, and bureaucratic structure influence the program's success. This study recommends strengthening cross-sectoral coordination, improving facilities, and actively involving the community.
